According to the organization's standard life cycle
- To simplify the PBS structure
- To aid in alignment with the project's scheduling
- To facilitate greater control
And for comparison to other projects within the organization
- Note: Subsequent phases may be less well developed than the current phase (The Rolling Wave approach)
