4. Objectives

• State the objectives

  • The outcomes that should result from the decision
  • And make them measurable, if possible
• Classify the "musts"

  • Essential to the project's purpose
  • An alternative that does not meet a "must" will be rejected
• And the "nice-to-haves"

  • The desirable but non-essentials
  • That do not disqualify an alternative
