- Review the project documentation and project charter that defines the authority, responsibility, and relationships of the project manager, project staff, and functional departments
- Evaluate the probability of successful implementation under the current charter
- And determine if the charter needs to renegotiate
- Create a proposal for a revised project charter
- Have the revised charter approved and distributed
- Alternatively, determine how to strengthen the project managers authority if necessary
- Assess the level of authority of the project manager and project staff
- Specify project staff responsibilities
