- The methodology is conceptually attractive
- If allowing for initial "learning" can be tricky
- Allowing for final "wind down" can be a disaster
- With this technique, what you have is an historic assessment
- Only as good as the estimates on which they are based!

- So, shouldn't we really be calling this
