• Aim for consistency throughout the organization

  • At the upper levels at least
  • As an aid to memory
  • To facilitate analysis across many projects
• Don't expect conformance at the lowest WBS levels

  • That would destroy project management flexibility!
  • It will not be possible at the lowest levels
