    • Where the Objectives baseline is dynamic

• Focus on this baseline often yield a virtual 100% failure rate

  • Whereas the proper baseline is "Values"

• Thus, when high level baselines are left in a state of ambiguity

  • The inclination to respond with classical (Level 2, MBM) project management practices is not appropriate
