If the work packages are going to be reassembled into a contract, why bother to break them down that far in the first place?

• There are several reasons:

  • Different skill sets, and hence different work packages, may still fall under the capability of a single contractor - with the advantage of unified coordination
  • Example: Plumbing, heating, ventilation and air conditioning all combined under a "mechanical" contract
