Variable length of branches not withstanding

• The resulting structure should look like a well-proportioned pyramid
• If it is too flat

  • Check to see if any of the items could be gathered under a common head at the next higher level
• If it is too steep

  • Check to see if greater decomposition is required
  • At some higher level
• Try to limit the number of elements at each level to no more than seven
