Let us be clear on the question:

If you are asking for simple steps to a WBS


• You are probably asking for a low-level WBS
• Such a WBS is characterized by "activities", and
• "Activities" are characterized by phrases that start with command words, I.e. "action verbs"

  • Such as: Determine, define, develop, evaluate, prepare, award, finalize, etc.
