- In such projects the final solution to the need cannot be identified without first completing the work of a previous phase
- And, if necessary setting a new direction
- Or, shut it down if it will no longer serve its purpose
- These projects need to be managed on a "Phase-to-phase" basis
- Nevertheless, in principle, each phase should be treated as a "mini-project"
- Each with its own separate funding, resource input, process and phase deliverable or recommendations
