First you should recognize the class of project involved, i.e. the Area of Project Management Application (APMA). This will determine the overall strategic approach in terms of organization and leadership style.
Next most important is to consider "How much" project management to apply. Your tactical approach to this seems to depend on the level of risk involved and the degree of project complexity.
