At level 6 of the hierarchy, the content of each 'arm' is most likely to be specific to the particular APMA and its actual environment.
For example, differences can be expected in the types of:
- people, culture, attitudes and vocabulary
- scope, quality, time frame and cost ranges
- information, communication, teamwork, skills and work effort, etc.
